In the old system, to get a bounty you needed to have a bad security status, and when you lost your ship the whole bounty was claimed by your attacker. What ended up happening was if you were an outlaw with a nice juicy bounty on your head, you'd get a friend (or alt) to shoot you and you'd split the proceeds.
Nowadays, anyone can have a bounty regardless of whether they are an outlaw or a fine upstanding law-abiding pilot, but the payout is limited to 20% of the value of your ship - so it's not financially worthwhile anymore for the outlaw to have a buddy shoot him for the payout.
As for the law-abiding high-security status pilots getting salty over having bounties placed on them, they're all supposed to be omnipotent immortal demigods responsible for the death and destruction of countless NPC lives, so I don't know why they get so sooky about it vOv
